Morocco launches ‘Morocco 2030 Foundation’ to drive FIFA World Cup preparations

Morocco has officially created a new public institution to spearhead preparations for major international football tournaments-most notably the FIFA World Cup 2030. The Morocco 2030 Foundation, a dedicated body with the mandate, structure, and resources to ensure the Kingdom delivers a world-class event.

Purpose and Mission
Under Article 1, the Foundation is defined as a non-profit public utility with legal personality and financial autonomy, headquartered in Rabat.

As outlined in Article 2, its primary mission is to plan, organize, and promote all major international football events hosted by Morocco under the FIFA or CAF umbrella-culminating in the 2030 World Cup. This includes ensuring every host city and region meets international standards, while supporting local authorities in fulfilling Morocco’s commitments.

Beyond logistics, the Foundation aims to boost Morocco’s global image through strategic communication campaigns, reinforcing its position as a premier destination for major football events.

Governance Structure
The Foundation’s leadership is anchored by the President of the Morocco 2030 World Cup Committee, who will also serve as President of the Foundation (Article 4).
According to Article 3, its governance is built around four main bodies:

  • President – Represents the Foundation, coordinates among stakeholders, and ensures its mission is carried out.
  • Executive Council – Comprising senior officials from the Ministries of Interior, Foreign Affairs, Sports, and Budget, this body sets strategic priorities, monitors commitments, evaluates progress, and approves budgets, procurement rules, and HR policies.
  • Advisory Council – A consultative platform bringing together business leaders, civil society representatives, Moroccan expatriates, football professionals, and African experts to advise the Executive Council and rally public and private support.
  • Territorial Management Committee – Led by the Minister of the Interior, responsible for on-the-ground coordination and execution at the regional and municipal levels.
The President will appoint a General Director to manage day-to-day operations, oversee budgets, and implement Executive Council decisions.

Funding and Resources
Per Article 14, the Foundation’s budget will be sourced from state subsidies, public contributions, donations, and other resources, covering operations, infrastructure, and event-related expenses.

It will operate under a special state financial control framework agreed upon with the government, rather than the general public-enterprise rules of Law No. 69-00 (Article 15).

Additionally, the state and local authorities may provide real estate and facilities to support its work (Article 17). Staffing may include contract workers, seconded civil servants, and personnel from other public bodies (Article 16).

Royal Oversight
To maintain strategic alignment, the Foundation’s President will regularly report directly to His Majesty the King on progress and activities.

With this legal framework, Morocco now has a centralized, empowered body to coordinate preparations for the 2030 FIFA World Cup - an initiative expected to elevate the nation’s profile, strengthen its sporting infrastructure, and set new standards for African football events.
